Twenty-one European countries, and the rulebooks look interchangeable right up until they are not. Elena's work on the European guides is largely a hunt for the point where a rule stops being true: the transfer-tax rate that changes at a Spanish regional boundary, the energy certificate that carries a different name and lead time in every market, the signed deed that conveys nothing until the land registry enters it. She reads the registry, the notary chamber, and the tax authority in the country itself rather than a summary written somewhere else.

The mistake Europe invites is the continental average. A figure gets written down once, travels well because the countries feel similar, and quietly stops being accurate somewhere around the border. A Belgian seller’s obligations depend on which of three regions the property sits in. A Spanish buyer’s transfer tax depends on the autonomous community. A German contract has to be read aloud by the Notar before anyone signs it.

So Elena’s guides are built country by country, and the questions she asks are deliberately narrow: which office actually records the transfer, what has to exist before the property can be advertised, and when ownership legally moves. In most of the continent that last answer is the registry entry, not the handshake, and a guide that blurs the two will mislead somebody at the worst possible moment.

She also watches the calendar. Energy-certificate rules and transfer-tax bands move more often than sellers expect, so a figure carries the date it was last confirmed against the authority that sets it.
